Approved vs. Listed

I was having a discussion the other day about the requirement for luminaries to be "approved" (under 05"). The person I was talking about this with said they need to be "listed". When I look in the 08' I see that this is spelled out in 410.6 "Listing required". Previously what was they wording and section that said luminaries need only be approved ? I have been looking and can't remember where I had seen it.

What year? I don't see a fpn under that back through 96' and there is no 410.27 (D) in 05'

and there is no 410.27(D) prior to 08' back to 96'
My question comes from about a year and a half ago I posted a question asking about an old light fixture in a very old house and it not being "listed" and the responses came back that it need only be "approved". That changed in 08' (410.6 was added) so I am wondering is , was it stated in the code article or fpn, that a luminarie only need be "approved"?

410.28 Protection of Conductors and Insulation.
(A) Properly Secured. Conductors shall be secured in a manner that does not tend to cut or abrade the insulation.
(B) Protection Through Metal. Conductor insulation shall be protected from abrasion where it passes through metal.
(C) Luminaire (Fixture) Stems. Splices and taps shall not be located within luminaire (fixture) arms or stems.
(D) Splices and Taps. No unnecessary splices or taps shall be made within or on a luminaire (fixture).

FPN: For approved means of making connections, see 110.14.

(E) Stranding. Stranded conductors shall be used for wiring on luminaire (fixture) chains and on other movable or flexible parts.
(F) Tension. Conductors shall be arranged so that the weight of the luminaire (fixture) or movable parts does not put tension on the conductors.

So was it just assumed before 08' that since it was not clearly stated that "luminaries must be listed", that they only needed "approved" ?
 
Sorry, NRTL?

National ? Testing lab?

Listing makes sense but if every luminary had to be approved, your ahj would be a busy man.
