Arc Fault GFI combo receptacle

Inspector is telling me that I can't use a combo AFCI/GFCI receptacle because it's not series rated with my circuit breaker.
Eaton 20 amp breaker and P&S Device.

Why would the inspector be responsible for providing the listed combinations? If the installer is choosing to use an AFCI receptacle with a standard branch breaker per 210.12(A)(4) it would be up to them to use a listed pair.
