Ever since AFCI was introduced in the NEC it was required to protect "outlets" and not just receptacles, and the entire circuit was required to be protected. "Outlets" also include smoke detectors.

Just to clarify, the 1999 NEC was the first required AFCI protection of branch circuits supplying receptacle outlets in dwelling unit bedrooms.

Oop's that first requirement was for receptacle outlets only. I think it was revised in 2002 to read all outlets.

AFCI in old work per 2011 NEC

Per clarification by a NEC committee, Arc-fault protection is required in existing dwellings if any new construction of walls is done. For example, for circuits to a new room addition, AFCI protection is required by the NEC.

The NEC does not require AFCI protection for complete house rewires, service upgrades, sub-panel upgrades, or any added new circuits in existing dwellings. However, the local AHJ may have created written local code requirements for more extensive AFCI protection above and beyond the NEC.
Also, some local jurisdictions exempt smoke detectors and paddle fans from AFCI protection.
