what is the code on a service upgrade, do I have to add arc fault breakers to the bedrooms, which didn't have them before or is that on new construction?

I'll go along with Greg's answer, get with your local AHJ, see what he is going to require. Does the new service change an old service to a sub-panel? Did they run 3 wires to the bedroom where it is not feasible? Who might know?
 
I personally feel it is unreasonable to require afci breakers to be installed on a service change or upgrade when no new work or changes are made to the branch circuits themselves.

You could, however, indicate to the HO all the issues within the house that are not up to code and offer to provide those devices and upgrades...

...for additional fees of course.
 
This is a question that comes up frequently. The best answer is to ask the AHJ. I have not heard of any jurisdictions that require them for only a service change but it wouldn't surprise me if some do.

I did a service change and moved the service. The inspector comes in and saw old lumber and a pad poured outback and tells me that the HO is up to somethinge else. I told him I was just doing a service change and whatever was going on with the HO has nothing to do with me.

So he tells me he wanted the romex under the eve in conduit and arc fault breakers because it was new construction. (house build 15 years ago), I argued the romex was legal (it was existing)and arc fault breakers are for new construction this is not new construction just a service change.

Thats the whole story.
