NEC Require Arc-Flash Study?

Where in the NEC does it explicitly state that an arc-flash study must be performed? I know that 110.16 requires arc-flash hazard warning labeling, but doesn't require a study to be performed. Any insights?

The NEC doesn't. OSHA states that all employers must provide a workplace that is safe from electrical hazards and must have a defined electrical safety program, SUGGESTING that it look like NFPA 70E.
