Regarding Arc Flash Labels; there is a general requirement (110.16) for a generalized arc flash warning by the vendor.

My understand however is that site specific arc flash labels are not a requirement of the NEC but are rather an OSHA requirement and therefore a liability not to have them.

I know that there was added verbiage in 2017 concerning service equipment but no upgrade from paragragh A merely requiring that generalized label.

Is my understanding correct?

There is not an OSHA requirement to have arc flash labels. The requirement and details of what is on labels is in NFPA 70E-2018. This is standard is referenced by OSHA as a means of meeting the OSHA requirements for electrical safety. Basically OSHA says that if you follow NFPA 70E you will meet their electrical standards.
The use of labels allows for employers to notify workers of the proper PPE needed. Proper PPE for the hazard is an OSHA requirement.
