My question is in trying to understand the difference in Tables 130.7 c 9 and 130.7 c 10? Specifically when it comes to hand protection? For example - Hazard Cat. 2 the use of Leather gloves.
My guys want to use leather gloves only in certain instances as is listed in Table 130.7 c 10.
My interpretation is to use rubber with leather until an "Electrically Safe Condition" is achieved.

Table 130.7(C)(9) is a task specific table that gives you the hazard category for the task being preformed.

Table 130.7(C)(10) is the required PPE for each category.

Voltage rated gloves and leather protectors are required to be used anytime that you enter the restricted approach boundary and the equipment you are working on is not put in an electrically safe condition (Turned off).

Sounds like you have it right. Voltage-rated (wish the standard had stuck with this term but they deferred to ASTM. I like VR) is required for restricted boundary in. This ONLY applies when you have "exposed energized parts...". Arc-rated is required anytime you are inside an arc flash boundary (which is when interacting with equipment or when energized parts are exposed).

So if you are shutting off a low voltage disconnect, you can use arc rated without VR(which the standard says is rated gloves or leather which is 12 oz/yd2. you will never find a weight on a glove but until the glove arc flash standard comes out you have to assume heavy leather works. Protectors do in our testing).

Gloves are required under 70E to protect against two things: shock and burns. The simple explanation is that if you're not close enough to the current-carrying conductor to get a shock, you still might be close enough to get a burn. And, sometimes leather overgloves are required to protect the rubber gloves. So, sometimes you're required to wear leather gloves, sometimes VR gloves, sometimes both.

True but VR gloves should always be used with the leather protectors, there are a few exceptions to that rule, but generally the leathers should be used over the rubber gloves.
 
The only time VR gloves are allowed to be used without leather protectors is:

29 CFR 1910.137 (2)vii "Protecor gloves shall be worn over insulating gloves, except as follows":
(A) "Protector gloves need not be used with Class 0 gloves, under limited-use conditions, where small equipment and parts manipulation necessitate unusually high finger dexterity."
(B) "Any other class of glove may be used for similar work without protector gloves if the employer can demonstrate that the possibility of physical damageto the gloves is small and if the class of the glove is one class higher than that required for the voltage involved. Insulating gloves that have been used without protector gloves may not be used at a higher voltage until they have ben tested under the provisions of paragraphs (b)(2)(viii) and (b)(2)(ix) of this section."

Using Rubber Gloves without Leather Protectors

This OSHA language Chev cites came from ASTM F496 which gives a little more direction such as the requirement to "dielectrically test" rubber gloves after using them without leather protectors.
