Are you required to wear proctive gear if working on a 277v ballest if it's hot? What class would this be??

Yes, you must always use the appropriate PPE. Per NFPA70E, I can find no reason you should be working on a lighting ballast "hot".

We have to fill out a hot permit and use class 1 safety ppe so we try to do it dead. We also wear fr clothing every day on the job 100% cotton. We treat 277 like 480 only because some electricians get caught between the neutral and we all no what that feels like (ouch)

Every light is fed from a circuit that is controlled by a switch. Just turn it off.
Your wife,children,parents,etc.. will be very happy to see you at the end of
your shift alive.
