Yes, you must always use the appropriate PPE. Per NFPA70E, I can find no reason you should be working on a lighting ballast "hot".

I agree, turn the lights off and LOTO the feed. If lights are needed for safety, then use portable lighting until the repairs are made.
We have to fill out a hot permit and use class 1 safety ppe so we try to do it dead. We also wear fr clothing every day on the job 100% cotton. We treat 277 like 480 only because some electricians get caught between the neutral and we all no what that feels like (ouch)

All voltages in regard to amperages equal watts/VA and can be deadly, another member will probably post the exact tables. "It is only 120v and what is the problem working it hot" has led to many tragic consequences. Be safe and think about your statement,"only 277v"

Every light is fed from a circuit that is controlled by a switch. Just turn it off.
