I think it's already done with each proper installation. Basically what the NEC is for. Never have been asked for glass tape though.
Is this a typical 600 volt and below installation?

I remember doing this for 5kV cables in manholes a long time ago using Scotch 77 tape.

It's pretty common at medium-voltage, in my experience. It is supposed to prevent a cable fault from becoming a common-mode failure that takes out multiple cables in a vault. But it is sometimes specified at low voltage where critical circuits share a common vault or manhole. Scotch 77 generally meets the requirements.
