No, Flourescent lights do not require boxes. Thier may be others.

If you are talking about a surface mounted flourescent or similar,
than no.

300.15(B)
(B) Equipment. An integral junction box or wiring compartment
as part of approved equipment shall be permitted
in lieu of a box.

For most others,yes.
