Are Electrical Utility companies like dept. of water and power... etc., are they required to follow the NEC codes in their installations and work?

Yes and no.

If the electric company builds an office that office is subject to the NEC.

When the power company runs distribution circuits no they are not subject to the NEC.

They are likely to be subject to the NESC (National Electric Safety Code)

Check out NEC 90.2(A) and 90.2(B) for full details.

That they can do whatever they please no matter what the results... is there any oversight agency?

I vote that they are subject to the NEC when performing work in certain parts of their property or someone elses

Your local or state utility commision regulates and monitors the POCO.

Usually the oversight will be a local govt utility commission.

Many times the utility commission requires the utility to follow the NESC.

Again take a look at 90.2 before you go off to far. :)

Just got the feeling that they could care less. But I have no actual ax to grind. A friend of mine lost about 5 grand of equipment in his home due to an arc condition where the service conductor finally melted at the pole. Now the poco says they don't have to be responsible. Wondering if they have any responsibilities to the safety of the community.

they are required to be insured so they have responsibility. you just have to prove they are at fault. thats the hard part

Jim on Collier parkway is a golf community you know the one that took out the last orange grove in that area.Well in the next to last phase there was a home that had a xfmr set and by the time they graded it the xfmr was almost 4 ft above grade due to survey problems.Then the rains came hurricane season Katrina etc.In 2 weeks the xfmr was in the bottom of a 4 ft washed out area.All underground services.Exposed laterals!!!!It took almost 5 months for them to come and correct the problem.
When i called them all they could say was they are not controlled by the NEC and they don`t have to comply to anything in the NEC.I guess the poco is only accountable to a civil court.
 
If you have a problem with a power company that they are ignoring call the utility commission, they have the power to make the power company act.

And again the power companies power distribution is not covered by the NEC, you can find that stated right in the front of the NEC.

He should turn his claim into his insurance company and tip them off as to what happened.It may or maynot end up in court.Burden of proof is on him.Get back at them and cancell your service-------just joking.They are rather big to fight and not likely to admit anything was ever wrong.
