Today I had an engineer ask if a molded 2pole breaker was 1 or 2 circuits. I had just one handle for both curcuits. It is a Sq D 2 pole.

The breaker does not determine this. See the definition of Branch Circuit Multiwire in article 100, then proceede to article 210.4(A), 210.4(B), and 210.7(C) which will show a common handle or multipole breaker can be used on one or multiple circuits.

Take a look at 2002 NEC Art. 408.15. It all depends.

A breaker does not a circuit make, nor copper bars a cage.

In terms of wiring circuits a multi-pole breaker may mean multi-circuits.

But, in terms of the number of circuits in a panelboard, each pole of the breaker is definitely counted as a single circuit. So for calculating the fill of a lighting and branch circuit panelboard you would count the number of poles per breaker not the number of handles.
