Are receptacles required on island in walk-in closet?

I'm not sure "we screwed up and got ahead of ourselves placing concrete" is going to carry the day.

IMHO it would not if the OP were working for a paying customer. But in this case the OP is working 'in the family', so the main question is code compliance and AHJ acceptance.

You might choose to put one on a wall near a shelf to create a charger space: that's the biggest likely use by far, I predict. And it really is convenient. I've seen outlets in closets sometimes for just that reason (fairly small closets, not walk-in)
 
Just wrap the entire room in a coil and turn it into a wireless charging zone.

As a side benefit you will feel warm in the room and your eyes will glow so you can see at night :)

I believe a clue to the rational for requiring receptacles on island is the list of locations or similar spaces, these are all locations where it is likely to use cooking or food heating appliances like crock pots, for holiday parties, and the code doesn't want extension cords to be needed to run across the floor to use. Unlikely to be running a crock pot full of meatballs in the OP's closet.
