I think wire-licking is only a common practice in Georgia. We quit doing that a long time ago.

I just discovered that Home depot no longer sell these. Good decision by them because these should not be used by non electrician homeowners. Up until 4 years ago I could not get them at electrical supply businesses.

6 years ago I was involved in wiring two 30 apartments each modular buildings with probably around 200+ of these plug in romex splices. I asked the maintenance person recently about any problems with the electrical circuitry and he said there's been no issues with them.

They maybe just don't sell?

Electricians aren't using them all that much, and DIYers are more prone to going with the open splicing method so big box may not see much sales of this item, and since the supply houses generally don't sell much to the DIYers they aren't selling many either, though they may be able to get them for you if you want them.
