Are weep holes allowed in a PVC LB?

Water is penetrating somewhere in the pipe above. Water made its way past the duct seal and into the panel inside.

I know we can add weep holes in PVC junction boxes, but I can't find any definitive answer about putting them in LBs.

We do.

Your seal is not done very well either. As your picture lays, put seal to the right of the conductors as they exit the back. Work it around each conductor, don't push a glob in thinking it will work around each one on its own. It won't.

Seal where it enters the panel as well. Condensation alone will cause you enough grief.
