Ok so fiber question might be out of many of your area of expertise.
Have a 24 strand armored fiber run going about 500' in 2-1/2" conduit. Yea not sure why in conduit but that's what they want.
The conduit run has about 14 bends with 5 pull boxes? Would this have to be spliced?

It wouldn't have to be spliced, and (just as with copper) it would be better to avoid splices. If any of the boxes are also points where the strands branch out to serve equipment, then you'd need some kind of patch panel in the box and would need to splice or terminate each of the strands at those locations.

A splice case is used, fusion splices are made to smaller count cables than to a pp st building. Splice cases are sealed and are submersible

I have done fiber installs. Armored cable is harder to splice and typically used for DB apps
5 pbs in 500 ft is a lot, I would probably go straight between boxes and use long sweeps with 2” pvc. You will want to pull in one length, from middle to each end. Pulling a 14 awg locate wire
