It appears, that the 2005 NEC allows the use of Sch 40 PVC,Flexible Nonmetalic or jacketed metallic raceways or jackedted metallic cable assemblies listed for installation in concrete.
Does this mean, that if the installation feeds patient care areas that the portion of the circuit encased in concrete can utilize one of the above methods. Provided where the receway exited the concrete an approved metal raceway is utilized?
 
No, it does not mean you can feed branch circuits in patient care areas using a method that does not meet the requirements of 517.13.

517.30(C)(3) is for Mechanical Protection of the Emergency System, this article and section does not relieve any grounding or bonding requirements of other articles and sections.
