"or other equipment foreign to the electrical installation shall be located in this zone."

I would not call a receptacle "foreign to the electrical installation" . It certainly isn't plumbing. Is it there for service use or other reasons?
 
The intent is to leave this area dedicated to electrical, receptacles are usually mounted in this area and this is compliant, so is control equipment as per the exception.

If it is temporary, I would assume it is used for the installation of the panel or for entering or exiting the panel, so no problem.

If it were installed as a permanent receptacle for other uses, I would say it was not allowed as it would have nothing to do with the panel installation.

Where do you put your receptacle on a permanent pole mounted panel & backboard?
