" 225.31 Means shall be provided for disconnecting all ungrounded conductors that supply or pass through the building or structure. "


We have panel 'DP' (utility power) feeds ATS-1, from ATS-1, it feeds the load panel '1HA'. ATS-1 is also fed out of emergency source that is not part my my question.


Panel 'DP' and '1HA' locate in same building.
ATS-1 locates in a different building.


Question: Should we install one disconnect ahead of ATS and one disconnect ahead of panel '1HA' (or specify panel with main CB) before we terminate the wiring at these units so we can comply with above rule?
 
Not that this matters, but it is the only way your situation makes sense to me. So let me ask, are ATS-1 and the generator in the same building?

My answer is yes to both of your questions, unless you can take advantage of Exception 1 to 225.32. You need to be able to disconnect power coming into the building that has the ATS, and you need to be able to disconnect power from the ATS to the building that has the DP. The Exception would allow you to use the breaker in the DP as the disconnect for the building housing the ATS, and the generator breaker as the disconnect for the building housing the DP.
