If a service is converted from overhead to underground and the meter can is replaced, is it your opinion that an exterior disconnecting means would be required as part of that specific work scope?
 
It doesn't matter what we think that is something that your office should officiate. Imo, if all you are doing is changing the meter base than I would not expect a new disconnect be added. If I were doing it then I would add the disconnect. I don't believe the code addresses this issue.
 
Thank you for the response. I attempt to gather opinions in order to make a final enforcement decision. Thoughts do matter in order to make fair decisions. Thanks again
 
The 2020 code gave no guidance for this, so the following was added to the 2023 code.
230.85 (C) Replacement.
Where service equipment is replaced, all of the requirements of this section shall apply.
Exception:
Where only meter sockets, service entrance conductors, or related raceways and fittings are replaced, the requirements of this section shall not apply.
Based on that, the emergency disconnect would not be required.
