Who is responsible for the overhead drop to a building the POCO or the contractor? Contractor installs attachment bolt or 1 point insulator and POCO attaches to and makes taps and overhead drop is touching overhang.

Where does the local utility commission say the service point is?

Hopefully there will be some cooperation between the POCO and the EC.

IMO 680.8(A) could prevent a new pool from passing inspection.

But, the NEC could not prohibit the POCO from running over the pool later.

That's funny, this is the same point I was trying to make with the OP's new

building, that the EI could fail the job or have the EC move the drop. But I'm

smarter now than I was 2 hours ago, and now,I don't see where the EI could

cite a valid violation. No one in there right mind would install a service drop

over a pool, but to understand the code being in the right mind may not be

the best mind to be in!!! :)
