Most likely POCO 3 or 4 AWG us 4 sets of 2/0.
The buildings tended to be alike, 5 floors and a finished basement, total of 30 to 35 units with 60 amp single phase panels plus a 200 amp three phase house panel.
Units would have a electric range and not much else, public panel would have a few washers and dryers (electric)
Building heat oil or gas, no air-conditioning, few had elevators.
I do not know the calculations, then as now I work off the print from the engineer, maybe the 800 amp was grossly oversized.
We would use modular meter stacks, is it possible the manufacture says 35 - 100 amp meters positions gets this size main regardless of the real load?
I was an apprentice then running work doing what I was told, we won't even talk about tying this in hot.
