the proper repair of drywall or plaster would be something that maintained the fire rating of the wall. if the "caulk" was fire rated equal to drywall or plaster it should not be an issue.

This is one of those code requirements that really is a building code issue. The code mandates the requirement, the building code tells you how to meet it. In my opinion, this is not something an electrician or electrical contractor should be doing. It may be our responsibility to see it done, but the work itself should probably be handled by a person licensed and insured for that trade. (drywall contractor for example)
