Can anyone please clarify this article. It is very confusing. What does the reference to 7 ft mean?

If you run NM, AC, or MC cable in an attic space that is accessible by permanent stairs or ladders, the cable must be protected by guard strips where they are run across the floor joist (ceiling members) or where the cables are run along the rafters or studing to a heigth of 7'. If the space is not accessible by permanent ladders and stairs, protection is only required within 6' of the opening into the attic.

In my opinion, cable that can be reached or touched while in an attic space needs to be protected from damage, unless it is above 7' and the attic is does not have the permanent stairs.
