hey guys hate to bring this back up. my question is does this article refer only to second and third story buildings or does it cover floors in a slab? if so why cant I use pvc pipe as a chase pipe to pull nm cable to my kitchen island? also if this article does not refer to slabs doesnt my pvc pipe act as a moisture barrier?

I'll second that. From the handbook commentary on the definition of location - wet:

It is intended that the inside of a raceway in a wet location or a raceway installed under ground be considered a wet location. Therefore, any conductors contained therein would be required to be suitable for wet location.
