My local inspector is claiming all outdoor receptacles must have in-use covers. As per 406.8 B al 15 and 20 amp outlets must have these. Section B says that an outlet that is attended doesn't require these. My inspector says that is not pertaining to 15 and 20 amp 110 volt receptacles. What is the correct answer.

If you are under the 2002 NEC the Inspector is right. If you are looking at 406.8(B)(2) that is for Other Receptacles.
You may be thinking of the 1999 NEC 410-57(b)(2) which did allow you to have a standard (not in-use) weatherproof cover under specified conditions.
