I think I know the answer to this but....

Can a "lockable" Circuit breaker be used in lieu of the disconnect switch (mounted in a remote location) as described in Article 450.14 2011 Version of the NEC?

It seems like I am splitting hairs here...

The situation I have is that I am stepping up 480 volts to 4160... and back down from 4160 to 480 further down the line. (Voltage drop issue)

Any ideas?

There is no "in lieu of" in your case, as 450.14 doesn't require a "disconnect switch," but a "disconnecting means." A circuit breaker is certainly a disconnecting means, so if you can lock the c/b open, you would comply with 450.14.
