I'm only guessing but, I'll say 96. Thats' about the time CBS 60 minutes did a report on cows not producing enough milk due to stray voltage under power lines.

2002 looks like the first year with that language refering to the u/g feeder EGC running to the building.

1987 547-8(c): Separate Equipment Grounding Conductor.
