The very last sentance in that video is interesting, and I think it applies to this discussion. I'm paraphrasing a little:

"If the space under the raised floor is used for air handling purposes, there is no power cord that is listed for use in an air handling space."

So if you use the underfloor space for both cooling and power cords, you can't avoid using 645.

That is exactly what was finally clarified in 2008 in the addition of "cord-and-plug connections" to the language of 645.5(D). Technically, until 2008, Article 645 was useless, but since that made no sense, inspectors overlooked that little detail. So glad the answer to this question is so definitive!
