NEC Section 700.10 (D)(2) Feeder-Circuit Equipment: Panelboards feeding emergency systems meet NEC fire protection requirements if they are located in a space with 2-hour fire resistance ratings (substations, electrical rooms with 2-hour fire rated walls). Assume the rooms do not have automatic fire supression system.

Question - NEC Section 700.10 (D) (1) Feeder-Circuit Wiring: Do the main feeders to these panels meet NEC fire protection requirements if these feeders are located inside these rooms with 2-hour fire rated walls, without having to concrete encase them?

Not sure what the question is. Are you asking if there is a 2 hr. fire rated wall in the room would that satisfy the NEC?
