I have a large, two story industrial building with 5kV motors, MCC's, Switchgear, panelboards etc in the basement, which is not normally occupied. The two upper floors have the normal admin and engineering personnel along with restrooms etc.
Does Article 700 apply to the basement lighting? Do I have to keep this wiring in a separate raceway system per 700.10(B)?
 
If the lighting is emergency lighting article 700 is applicable.

That will be up to local building codes.

Nothing in Article 700 tells you when it applies. It just tells you how to install emergency system wiring and equipment that is required to be installed by building, fire, or life safety codes.

Agreed. The engineering contractor has referred to it as “emergency” - we are going to challenge it with RFI’s - we don’t think it meets the definition thereof

Just keep firmly in mind that if the lighting is fed from your Article 700 source, that alone makes Article 700 wiring methods apply.
