Article 90-2 question

I work for a company the manufactures railroad signal huts. The way I read 90-2, the wiring we do at the plant that will connect to the commercial power, ie. lighting, outlets etc, when the hut is located is subject to NEC. But the signalling equipment installed by the rail road is not. Am i reading this article correctly and if not could someone please explain? I am the only licensed electrician working for the company and whenever I point out a problem I keep getting the " rail roads aren't subject to the code" answer.

90.2(B)(3) Not Covered. Installations of railways for generation, transformation, transmission, or distribution of power used exclusively for operation of rolling stock or installations used exclusively for signaling and communications purposes.

It would be the call of the AHJ but IMO the railroad signal huts would be part of the railroad signaling. :D

It may be similar to what I see with traffic signals. The AHJ inspects the service and disconnect, downstream of that in the signal cabinet is typically not inspected. Here locally on state ROW the state does the inspections. Railroads are subject to the FRA, they probably have their own standards. And who inspects may vary from state to state, I suspect most railroads control what is done on their ROW.
