I suggest not using the phrase, "as-built drawings," although I know it is deeply ingrained into our culture. "Record drawings" more accurately describes the document. If anything changes (i.e., something minor enough to not require a redesign), the drawings are no longer what is presently built. But the record drawings still provide a record of how things looked at one point of time. It also reduces the chances of legal issues arising from some minor detail that does not exactly match the installation.

I've heard some jurisdictions that do not require electrical plans to be submitted as part of the plan review for single family homes do require them be submitted "as-built" prior to final. Similar for fire sprinkler plans or solar plans. Around here we allow "deferred submittals" for sprinkler or solar, but they have to pay a separate permit fee.
