Assistance with Ballast repair

I had someone in to repair some lights about 7/8 months or so ago. Now 9 of the repaired units have bad ballasts that either started smoking, or actually caught fire. I opened one of them up and would like your thoughts on my findings.

The ballast is a M59 metal halide 400W. (probe start) It looks like the previous guy that did the work changed the light socket to accept pulse start bulbs. Would the use of the pulse start bulbs with a nion pulse start ballast cause this failure over time?? I don't want to just simply replace the damaged ballast's and have these lights fail again in another six months.
