ATS Installad Between Utility Secondary

The following is my situation: the secondary from the utility run approximately 300 feet to the electrical service in the building 277/480 3P 4 Wire ? the client wants to install an ATS adjacent to the Utility transformer in that the generator is also located in the utility yard. If I install a 4 pole switch (Isolating the Neutral) will this resolve the problem with bonding the neutral conductor to the building ground at the ATS? If not, any suggestions other than attempting to pull equipment grounds in the existing conduits.
 
If the ats has a main built into the switch, having a switched neutral would be a waste because the neutral would be bonded to the ground at the ats.If the new (service) main before the ats is seperate of the ats,switching the neutral or not, you will need to reconductor a ground wire in the raceways from the main to the ats and from the ats to the generator and also from the ats the the old main.At the old main, you'll need to remove the bonding jumper and make sure all the grounds and neutrals are seperate of each other.Anytime any ats is in the loop,a seperate ground wire is required.Switched or not.
