I was wondering , can you install a 200 amp ats for a whole house 22 kva on the inside of the dwelling of a single family house . there is no room on the outside next to the meter pan

Yes. Of course it must be service-rated, and must follow the usual "nearest point of entry" rules.
Also, in either case, the existing panel is rendered a sub-panel and must follow those rules.

On mine, there is a main breaker next to the meter, and then the ats is located in the garage next to the panel.

True. I took it to be because he said it was to be right after the meter.
If the jurisdiction is under 2020 or later would 230.85 have a bearing ?
