I have emergency generator ATS and emergency downstream panel which our local code requires to be in 2 hours fire rated wall. The engineer decided to put both equipments in boiler room. Does boiler room bery old one have 2 hours fire rating walls?

that's probably impossible to tell without knowing the exact age of the building, what the building codes were at the time. there is a fair to high chance that over the years incorrect penetrations have ruined any rating that may have been there initially.
 
As stated, no one can tell you that with out seeing it. It will need to be an Architect or Building Inspector making the call.

I suppose boiler room is ok to place beside 2hr rating thing otherwise might as well place the emergency generator ATS and downstream panel outside if the NEC 2014 allow emergency generator transfer switch to be placed outside.

A friend of mine used to work in the county judicial system in a major city near the coast. The building he worked in had a backup generator in the basement. A hurricane came through and knocked out the power to the city and subjected it to major flooding. Guess what happened to the generator.

Generator is outside. The ATS and panels are in boiler room.
