We have 1200a ATS. When we try to simulate power outage by turning off breaker and have generator start the breaker turns itself back on to normal power on its own. Any idea what could be happening ?

Is the normal breaker motorized with a PLC control and you have to put it into a manual operating mode before trying to open it?

Yes motorized with PLC control and yes but for reason it goes back to normal and generator shuts down.

Your sensing connection is on either the load or the generator side of the switch. Could you maybe have the grid and generator connections reversed?

You have to tell the PLC that you want to load test. If you just open the breaker when the controller thinks it should be closed, it will try to reclose.
