I think many inspectors consider a permanent ladder or stair up to the space to be the defining item to consider an attic a storage space. So I would say no.

It's not good to assume anything.

In my area the attics are rarely used for storage. Typically they are only about 4' tall and reach 150 degres in the summer.

The space is used to contain plumbing, mechanical, electrical and insulation. Lights/receps are only required when the air handler is up there.
