Authority to classify a XP Areas

Our company manufactures a product that uses different flammable gases(THF and MEK). I was curious who can tell me if we need to classify the room as "Hazardous Location"

All I found is "Authority having jurisdiction" decides the classification.
Please Help

Any other info?

The AHJ can be alot of people or organizations. This can be a building official, fire marshal, process engineer, electrical engineer, project engineer, safety specialist, and so on. In my opinion, this is a Class 1 location. It will be a Division 1 area if the gases are present under normal conditions and normal operation. It would be a Division 2 if the gases become present due to an accident or equipment malfunction. In any case, the area classification is required to be apart of the electrical design specifications.
