Automatic shutoff requirement

IECC requires lighting reduction + automatic shut off for lighting for major areas with some exemptions (electrical room is not exempted from this rule).

NEC 110.26(D) requires electrical room illumination shall not be controlled by an automatic means.

How do we meet both above rules?
 
Exception #3 to 505.2.2.2 exempts "Spaces where an automatic shutoff would endanger occupant safety or security" from needing to have the automatic shutoff. In my opinion an electrical room would qualify as one of these spaces.

I agree that that meets the code. But how many electricians are going to search for an override switch before they open a panel?

I usually just specify an old fashoned switch for these rooms. I think that also meets the code. In other words, I don't think the IECC requires an automatic shutoff with a bypass switch.
 
I think for safety purpose, we don't need occupancy sensor, however we still need to meet 50% lighting reduction rule, it's really funny if there is an electrical room with only 2 lights and we have to provide (2) light switches to control each light separately.
