I was hoping that he wasn't quite done yet, or it was inside somewhere, then maybe that it was closer to the other 10' rod.

One of the reasons I don't post pictures of finished work. Nitpickers abound.

Forgetting about the IBC is rather common, since it is a relatively new requirement.

Intersystem bonding bridge is inside next to panel the FiOS box is right there as well.

There was no GEC period I'd was corroded i replaced GEC to water pipe and install the rods that we're not there in the first place

It's funny how the rules change from place to place. Here, we can't have the GEC attached in the meter socket, it must be done in the panel. Other places it's the opposite, and in still others, it doesn't matter.
