Balcony lights

My opinion of the NEC on this seems to have been of those "myth" codes ~ "That's the way....".

In my area, it's the rare occurance that a home will have "grade-level access" (full basements, 1/4 - 1/2 above grade).

In my mind, "...with grade level access..." means no stairs.

What exactly does "...with grade level access..." mean/imply?
No steps, 1-2-3-#? stairs?

What your describing in my opinion is 'at grade' not grade level access.

If you had a 5th floor balcony and had stairs directly from that balcony to grade level that balcony would have grade level access.

Both of these homes had no less than 10' from front door to "grade" (I didn't count the steps...probably 12 -15)

I agree number of stairs does not change " grade level access" ....but WTF happened at these homes?
I think I'll need to take a walk when it's dark out ....maybe the light was "hidden" on the one?
