Bare Grounded Conductor (Neutral Conductor). Can The bare conductor in UF cable be used for the neutral for a feeder to a 240V single phase sepaerate garage panel.
 
200.2 gives guidelines for grounded conductors and does not infer that insulation is required. 200.6(E) is for multiconductor cables and although they mention insulated cables, my interpretation is that they are not requiring insulation.

The use of a bare grounded conductor is permitted in UF cable in the exception to section 338.10(B)(2) which state the following:
Uninsulated conductors shall be permitted as a grounded conductor in accordance with 250.140, 250.32, and 225.30 through 225.40.

NO, take a look at 340.108.

340.108 Equipment grounding. In addition to the insulated conductors, the cable shall be permitted to have an insulated or bare conductor for equipment grounding purposes only.

The use of a bare grounded conductor is permitted in UF cable in the exception to section 338.10(B)(2)

Article 338 is dealing with Type SE and USE cable only not UF cable. UF cable is dealt with in Article 340.

Article 200 is Use and Identification of the Grounded Conductor, not the construction IE insulation requirements. The .1 scope of each article is a good place to start.
