Bare neutral in rigid.....

Yesterday I saw a tap box that had 3 phase with a bare neutral no egc in rigid pipe. Upon further investigation I found where this bare wire originated. What happened was this rigid use to be fed from the old service close by. Well they added an addition to the building and relocated the service about 150 feet away. So right where the old service was they put a 12"x12" j-box and refed that box from new service location and the new wire to that j-box is 4 wire 3/0 cu with egc. Their new insulated neutral was spliced at that point to the bare neutral down stream in the rigid pipe. Are you allowed to have an uninsulated neutral in conduit like that? I cant seem to find an article on that.
