If they can be moved quickly, would anyone allow them to remain in this location?
IMHO, I would say No, gosh they probably weigh a few hundred pounds!

If full probably close to 550 pounds per barrel. That's a lot of fuel.

No problem, we would write the customer a letter that would refer to our rules in our service manual and 110.26 in the NEC. With no action within the specified period of time, we would disconnect service until the area was cleaned up.
