Basement GFIs

This basement area of a building is being used for lectures. It's a finished basement (nice walls, desks, etc.), but there is no carpeting. Should GFIs be installed?

If it looks finished it is finished, no GFCI's required, if you really want my opinion of finished, just slap some paint on the concrete.
 
This sounds like a non-dwelling unit application, is it?

For non-dwelling units there is no requirement for GFCI prtoection of receptacles installed in an unfinished basement. 210.8(A)(5) is for unfinished basements of dwelling units.
