I wont take time to find the code now but I have to disagree that emt provides no physical protection . There is a code that allows it down to outlets on a masonry wall and also allows it for nail protection .

OOPS! I stand corrected. 334.15(B) is the code section that does allow EMT to be used for physical protection. My apologies. I should have read prior to typing...

Here we had some inspectors trying to tag us on this, until the state stepped in and made a ruling, that only when the NM is run horizontally, it will be required to have a Finnish on at least one side, but not if the NM is run parallel to the stud and follows closely to it. they stated that the NM is not likely to be damaged if something was to fall between the studs if the NM is ran vertically, but if ran horizontally through bored holes then it is possible, I thought this was a very fair interpretation myself.
 
as you know an unfinished basement requires at least 1 gfci outlet . Is it okay to install this on a stud wall with nail on plastic box and nm coming down center of stud left exposed.

IMHO 330.4(D) applies.

Your installation meets the code.

It is running with the structure.

PS it is not 'on' the wall as per 334.15(C). It is in the wall.
