Am I correct in thinking that a bath heat-light-fan with a load of 1500 w connected to the bathroom receptacles circuit is a violation of 210.23(A)(2) even if the manufacture instructions do not call for a dedicated circuit ??
210.23(A)(2)Utilization Equipment Fastened in Place.
The total rating of utilization equipment fastened in place, other than luminaires, shall not exceed 50 percent of the branch-circuit ampere rating where lighting units, cord-and-plug-connected utilization equipment not fastened in place, or both, are also supplied.
In my opinion, they should, like a window AC.. . . even if the manufacture instructions do not call for a dedicated circuit ??

So if you go by that wording, as long as the lights are not on the circuit and nothing is plugged in to the receptacle, you're good!Since it's over 50% it cannot be on the 20 amp bathroom circuit.
